Safe harbor exempts your plan from the non-discrimination testing requirement, designed to ensure that highly compensated employees can't contribute significantly more to the plan than non-highly compensated employees. If you elect this feature, you provide a mandatory match of 100% (dollar for dollar) on deferrals of at least 4% of employee compensation deferred.
